Ladies and Gentlemen:
Today, Onboard Service announced additional staffing reductions on the B777XA and B747OB, B757s and p.s. service. These staffing reductions will take effect August 1st, along with service reductions and modifications, product reductions and a 20% reduction to salaried and management positions.
Above all else, we must continue to put safety first. Maintain boarding positions, don't tag bags and ensure compliance with all federal regulations. Protect yourself physically by maintaining safe procedures such as pulling the liquor cart with two people, sitting down immediately and strapping in or holding on when turbulence hits, stowing carts on tie downs and generally rejecting a rush job in favor of a safe job. Review the revised safety and security responsibilities of the entire crew and always put these duties in front of any service item.
United continues to hover at the bottom of passenger rankings and these staffing reductions do nothing to improve those rankings or set United ahead of its competitors. Even as decisions are made in the midst of the current economic environment, it is important that the company recognize the consequences associated with these decisions. As we experience staffing changes in the operation, it's important that we hear from you about service times and conditions. Section 4.L.2. provides AFA with the ability to address any staffing issue that creates a marginal service condition such as not being able to complete our standard practice work assignments within the allotted times. Soon we will have a reporting form on our website for you to detail marginal service conditions. Continue to keep your Local Council advised of marginal service conditions and any other concerns associated with the reduction to staffing.
As we contemplate all of the effects of staffing reductions and other system changes, remember the numerous ways in which our Contract provides tools for managing any overage in the Flight Attendant population. The company intends to continue the use of Special Leaves, the Early Out option and ANP to manage manpower. In addition, we have an industry-leading voluntary furlough program with Contractual protections. These provisions provide for the layoff of foreign national Flight Attendants in Singapore and Bangkok prior to any Flight Attendant being furloughed. Management is further responding to AFA's advocacy by utilizing other Contractual scheduling provisions including a modest reduction to line averages. Many of these scheduling tools also provide significant flexibility for Flight Attendants.
